This standard is formulated to implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, and to prevent and control the pollution of particulate matter emitted by non road mobile machinery equipped with diesel engines on the environment. This standard specifies the smoke emission limits and measurement methods for non road diesel mobile machinery exhaust. This standard applies to the exhaust smoke level inspection of non road diesel mobile machinery and on-board diesel engine equipment in use. The exhaust smoke level inspection for newly produced and imported non road diesel mobile machinery shall be used as a reference.

Preface

To implement the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, and to prevent and control the pollution of particulate matter emitted by non road mobile machinery equipped with diesel engines on the environment, this standard is formulated.

This standard specifies the smoke emission limits and measurement methods for non road diesel mobile machinery exhaust.

This standard applies to the exhaust smoke level inspection of non road diesel mobile machinery and on-board diesel engine equipment in use. The exhaust smoke level inspection for newly produced and imported non road diesel mobile machinery shall be used as a reference.

This standard refers to the relevant technical content of Directive 77/537/EEC of the European Commission on the Measurement of Pollutant Emissions from Diesel Engines Used in Agricultural or Forestry Wheeled Tractors in Member States and GB3847 Limits and Measurement Methods for Exhaust Smoke Emissions from Compression Ignition Engines and Vehicles.

Appendix A and Appendix B of this standard are normative appendices.

1 Scope of application

This standard specifies the exhaust smoke limits and measurement methods for non road diesel mobile machinery and on-board diesel engine equipment.

This standard applies to the exhaust smoke level inspection of non road diesel mobile machinery and on-board diesel engine equipment in use. The exhaust smoke level inspection for newly produced and imported non road diesel mobile machinery shall be used as a reference.

This standard applies to non road diesel mobile machinery equipped with diesel engines operating at non constant speeds, including but not limited to:

——Construction machinery (including loaders, excavators, bulldozers, rollers, asphalt pavers, forklifts, non highway trucks, etc.);

——Agricultural machinery;

——Forestry machinery;

——Material loading and unloading machinery;

——Industrial drilling equipment;

——Snow plow equipment;

——Airport ground handling equipment.

This standard applies to non road diesel mobile machinery equipped with diesel engines operating at constant speeds, including but not limited to:

——Air compressor;

——Generator set;

——Fishery machinery;

——Water pump.

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1

Non road mobile machinery equipped with diesel engine

For non road use, as mentioned in the "Scope of Application" for various types of machinery, namely:

——Self driving or having dual functions: machinery that can both self drive and perform other functional operations;

——A machine that cannot be self driven but is designed to move from one place or be moved to another.

3.2

Onboard diesel engine equipment

Diesel engine driven on-board specialized equipment used for vehicles carrying passengers (cargo) on the road, which does not provide driving power for the vehicle.

3.3

Rated net power (Pmax)

According to GB 20891-2014, the manufacturer shall indicate the net power of diesel engines at the time of information disclosure.

3.4

Coefficient of light absorption

The coefficient of smoke attenuation per unit length of the beam, measured in m-1.

3.5

Smoke opacimeter

According to GB3847, an instrument used for continuously measuring the light absorption coefficient of diesel engine exhaust.

3.6

Ringelmann smoke

The non road diesel mobile machinery exhaust smoke value is represented by the Ringman blackness series defined in Appendix B.

3.7

Ringelmann smokemeter

A Ringmann smoke measurement instrument that meets the measurement principle of the Ringmann smoke method specified in Appendix B.

4. Exhaust smoke limit

4.1 According to Chapter 5, the exhaust smoke intensity test shall be conducted, and the opacity smoke intensity (light absorption coefficient) and Ringmann blackness level of non road diesel mobile machinery exhaust shall not exceed the limits specified in Table 1.
